He obtained his master’s degree and PhD in Political Sciences at the Oxford University in England on 1994. From 1991 till 2004 he worked as an investigation professor in the Political Studies Division of Centro de Investigación y Docencias Económicas (CIDE). Since 1995 until his designation as the permanent representative of México in the OCDE, in may of 2004, he was CIDE’s chief executive.
Since 1991 he’s been part of the National System of investigators, in 2005 he was granted with the highest level inside de system: Level III.
Author of several publications about the political economy of the Mexican and Latin American structural reforms, Mexican politics and Mexican institutional reform. He’s member of several national and international academic organizations, such as “Eisenhower Fellowship”.
